Plan and organize departments and offices of the Department of Administration for state-wide efficiency and effectiveness, including, but not limited to, the establishment of an office of planning and budgeting, a state-wide database for all personnel operations, an in-house technology support center, a state-wide personnel management system, a state-wide employee grievance system and state-wide discipline and personnel systems; Perform annual statistical analysis of personnel, payroll and benefit and pension costs of the department; Develop and implement state-wide grievance and personnel grievance procedures; Develop a comprehensive training program for employees of the Department of Administration; and, Completion of and submission to the Internal Auditor of the State, ongoing assessment of performance, an annual evaluation.
