The contractor shall also assess the department's performance and submit a report to the department within six months; Complete and certify for the department the appropriate procedures for conducting and reporting maintenance audits of computerized information systems in which the contractor is required to operate under contract; and, Conduct required annual maintenance and testing of equipment under contract. The department shall pay for all necessary cost of such annual service; Provide a management system that establishes clear lines of authority and responsibility for all department employees, internal and external to the department, to promote effective and efficient operations. Perform administrative services for the department; Conduct training programs to train new employees, assign and supervise new employees and conduct general payroll and employee benefit administration for all new employees in the department and to determine the most efficient and effective method of assigning and supervising existing employees within the department. Plan and design and implement a state-wide policy for training future employees of the department in the requirements of this contract; Ensure the department has a system for identifying any employees who have committed misconduct in the past and for determining appropriate disposition by the Department of Parole. Plan and organize departments and offices of the Department of Administration for state-wide efficiency and effectiveness, including, but not limited to, the establishment of an office of planning and budgeting, a state-wide database for all personnel operations, an in-house technology support center, a state-wide personnel management system, a state-wide employee grievance system and state-wide discipline and personnel systems; Perform annual statistical analysis of personnel, payroll and benefit and pension costs of the department; Develop and implement state-wide grievance and personnel grievance procedures; Develop a comprehensive training program for employees of the Department of Administration; and, Completion of and submission to the Internal Auditor of the State, ongoing assessment of performance, an annual evaluation.
